Update on the State of the County

Supervisor Kristin Gaspar is Chairwoman of the San Diego County Board of Supervisors. She is the youngest woman ever elected to the board. Prior to becoming a Supervisor, Gaspar was an Encinitas City Council Member and went on to become the first Mayor ever elected in that city. She and her husband Paul, have three children. Kristin was born and raised in North County and is proud to represent her hometown community. In her first year as Supervisor, Gaspar teamed up with Supervisor Dianne Jacob to launch an initiative that will help the growing number of seniors with dementia who end up in crisis. The effort is an outgrowth of The Alzheimer’s Project, the county-led initiative to find a cure and help families struggling with the disease. Chairwoman Gaspar also co-initiated an investment of more than $400,000 to install five additional cameras in key fire-prone areas around the county. This will also boost the wireless network’s capacity and capability, ensuring first responders have real-time information that enhances fire protection. Before being elected Supervisor of District Three, Gaspar was CFO of a physical therapy company. She is very involved in her children’s schools and extra-curricular activities and serves as a pop warner cheerleading coach. |

UC San Diego Athletics

Earl W. Edwards accepted the position of Director of Athletics at UC San Diego in March of 2000. Under his guidance, the 23-sport program has made a very successful transition from the NCAA Division III ranks to Division II. Since moving to Division II in 2000, UC San Diego has been ranked among the top seven programs in the country on 11 different occasions in the annual Learfield Directors' Cup standings. In 2004 and again in 2007, UCSD was the national runner up. In 2016, the school placed third in the country. UC San Diego has also won six California Collegiate Athletic Association (CCAA) Commissioners' Cup titles, an award that recognizes the best overall athletics program in the prestigious conference. Additionally, UCSD has been ranked first among all Division II institutions in the last eight National Collegiate Scouting Association (NCSA) Collegiate Power Rankings, which comprehensively measure student-athlete graduation rates, academic strength and athletic prowess. Edwards has also enhanced or built new facilities during his tenure which includes a new Softball field, Baseball clubhouse and stadium, a new Athletic Performance Center. Edwards has served on many national and regional committees and organizations throughout his career, including the National Association of Collegiate Directors of Athletics (NACDA) Division II Board of Directors and the Minority Opportunities Athletic Association (MOAA) Board of Directors. Edwards is also an ex-officio board member of the National Association of Athletic Development Directors (NAADD) and has served as the organization's president. In addition, he is a member of the CCAA's Executive Council. Edwards was on NACDA's Executive Committee from 2003-07 and has been part of the Division II Management Council, the Division II Championships and Minority Opportunities and Interest Committee, the Walter Byers Scholarship Committee and the Committee for Women’s Athletics. In 2007, Edwards was named the West Region Athletics Director of the Year by NACDA, and in 2016-2017 Edwards was named the NACDA Under Armour Division II Director of the Year. |

High-Resolution Imaging in Ophthalmology

Imaging of the eye is limited by the relative poor optics of the human eye to viewing small bloodvessels at best. While biology has cellular level image resolution, ophthalmology has long suffered from the poor numerical aperture of the human eye. With the help of adaptive optics, a technology initially developed for President Reagan's Star Wars Initiative and subsequently used in astronomy, we are able to overcome the optical resolution limits and achieve cellular level imaging in humans. |

A visit from Treasurer-Tax Collector Dan McAllister

Dan McAllister has served San Diego County residents since as the County’s Treasurer-Tax Collector since 2002. He was reelected to his fourth term in June 2014 by an overwhelming 99% majority of the vote. Dan oversees the collection of more than $5.5 billion in property taxes each year, the management of more than $10 billion in the County’s Investment Pool, and the administration of the County’s $1 billion defined contribution program. Since assuming office, he has worked extensively to improve customer service, enhance communications and outreach initiatives, and ensure the fiscal stability of the treasury. Under his direction, his office collected nearly 60% of property tax payments electronically for the first time, while maintaining a 99% collection rate for the past three years. He is also a strong advocate for diversity, a value reflected in his staff that comes from all walks of life and backgrounds. His office now delivers service in 17 different languages. As part of his duties, Dan serves as a member of the San Diego County Employees Retirement Association (SDCERA), which manages more than $10 billion of investments; he also serves as President of CalTRUST, which manages a portfolio of $2.8 billion. Additionally, he is a former chairman of the Board of Directors of the internationally recognized San Diego Convention Center Corporation. Prior to his election as San Diego County TreasurerTax Collector, Dan was a successful financial consultant and investment broker. Dan contributes considerable time and resources to community service. He serves as Chair of the San Diego Unified School District’s Special Audit and Finance Committee, and he is a participating member of the Boards of Directors of the Jackie Robinson YMCA; Habitat for Humanity, San Diego; and New Americans Museum, San Diego. McAllister’s strong commitment and involvement in the community dates back to his service as a U.S. Peace Corps volunteer in the Western Pacific country of Micronesia. A second-generation San Diegan, Dan has completed executive education programs in portfolio concepts and management at Stanford University and the University of Pennsylvania’s Wharton School. He also holds a Bachelor’s degree (BA) from California State University, Fresno, and a Master’s degree in Business Administration (MBA) from United States International University. |

Colonel Stephen F. Keane, USMC Colonel Keane was raised in the Bronx, New York and Spring Lake Heights, New Jersey. He enlisted in the Marine Corps Reserves in June 1989. In January 1990, following Boot Camp and MOS school, he was assigned to 6th Engineer Support Battalion in Tucson, Arizona. He graduated from the University of Arizona and commissioned a Second Lieutenant in May 1994. Following The Basic School and Infantry Officer Course, Colonel Keane was assigned as an Infantry Officer with 2nd Battalion, 3rd Marines. During this tour, he served as a Rifle Platoon Commander for his first Unit Deployment to the Western Pacific and as Echo Company Commander for a second Western Pacific Deployment. In May 1998, Colonel Keane was assigned as a Nuclear Weapons Surety Inspector for the Defense Threat Reduction Agency and conducted global nuclear surety inspections. In 1999, Colonel Keane was selected for the Funded Legal Education Program and began study at the College of William & Mary Law School in Virginia. He served as a prosecutor at Marine Corps Base Quantico during summer 2000 and at Camp Lejeune, North Carolina during summer 2001. Upon graduation from law school and Naval Justice School in October 2002, he was assigned to Legal Services Support Section, 2nd Force Service Support Group, Camp Lejeune, North Carolina, again as a prosecutor. Colonel Keane deployed to Iraq in October 2003 with the Department of Defense Criminal Investigation Task Force, an interagency counter-terrorism task force. Upon returning from deployment in 2004, Colonel Keane assumed the duties of Senior Prosecutor and Military Justice Officer at the Legal Services Support Section, 2nd Force Service Support Group, Camp Lejeune, NC. Colonel Keane reported to the Graduate Course at The Judge Advocate General's School in Charlottesville, Virginia in July 2005 where he was awarded a Master of Law (L.L.M.) degree with a specialty in Administrative (Labor and Employment) Law. The following year, 2006, he was assigned to Seoul, Korea as the Deputy Chief of Operational Law for U.S. Forces Korea, Combined Forces Command, and the United Nations Command. During this tour, he served concurrently as the Staff Judge Advocate of U.S. Marine Corps Forces Korea and legal advisor to the United Nations Military Armistice Commission. In May 2009, Colonel Keane assumed duties as a Military Judge for the Western Judicial Circuit, Navy-Marine Corps Trial Judiciary. From 2012-2013, he completed Top Level School as the Commandant of the Marine Corps Fellow to the U.S. Department of Justice, National Security Division, Counter-Terrorism Section. From 2013-2015, Colonel Keane was the Commanding Officer of Marine Corps Security Force Battalion Bangor, Washington. Prior to his current assignment, Colonel Keane was the Regional Trial Counsel (Senior Supervisory Prosecutor) for Marine Corps Installations West. Colonel Keane’s personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, Navy-Marine Corps Commendation Medal, Navy-Marine Corps Achievement Medal and other unit and service awards. |

She has spent more than 18 years with Goodwill San Diego, creating a culture of inclusivity and civility, where people can experience personal and professional growth in a nurturing environment. Toni believes that everyone should have the opportunity to experience the dignity of work. Eating Disorders: It's in the Brain!

Dr. Erin Parks is a clinical psychologist and the Director of Outreach and Admissions for the UCSD Eating Disorder Center for Treatment & Research. Dr. Parks is a graduate of Northwestern University and UCSD/SDSU's Joint Doctoral Program in Clinical Psychology, where she specialized in neuropsychology and conducted neuroimaging research of child development. Dr. Parks began working at the UCSD Eating Disorder Center for her postdoctoral fellowship. She has worked as a clinician in the Adolescent Clinic, was the founding manager of the Pediatric Clinic, and co-managed the Adult Clinic. She has also worked as a psychologist on the inpatient Medical Behavioral Unit (MBU) and co-lead the Intensive Family Therapy (IFT) program. As Director of Outreach and Admissions, Dr. Parks current focus is on how to best educate clinicians, parents, and the community about the neurobiological basis of eating disorders and the evidence-based treatments that are now available. |
